I have discussed with Mr. Gent, and submit

draft telegram for conson. This should clear up

the Hong Kong end of the matter, but arrangements

will still have to be made for placing Captain

Reynolds in some home, as I presume that the

Seamen's Hospital would not be prepared to keep

him indefinitely. Subject to what the reply from

Hong Kong may contain, I suggest that when it is

received we should write to the Ministry of Health

with the appropriate Public Assistance authority;

and ask them to make arrangements to place Captain

Reynolds in a home.
